Project Empathy II - Drug Prevention Service Project for Ethnically Diverse High-risk Youths and Their Parents/Carers

We are concerned about the service gap and needs of ethnically diverse groups (ED) on drug preventive and rehabilitation services. Sponsored by Beat Drugs Fund since August 2016, our project provides drug prevention services for high-risk youth from non-Chinese communities. We add a focus on cannabis abuse and cocaine among ED at-risk youths and hidden young drug abusers. Through a harm reduction approach and interactive activities, our target youths will have a more comprehensive and profound understanding and concepts of the consequences of cannabis abuse and drug trafficking, therefore nurturing their attitude against drug abuse. Besides, we strengthen the support for parents/caregivers of ED at-risk youths and hidden young drug abusers, increasing their awareness of early help-seeking and understanding towards the legal consequences of drug abuse and the availability of social services on drug abuse. 

Service Objective

Through physical outreach services at night-time and midnight period and online outreach services, educational groups and so on, we provide drug prevention services to ED high-risk youths and their parents/caregivers. We aim to enhance the capability of drug avoidance and early identify and intervene the ED at-risk youths and hidden young drug abusers as well as provision support to their parents/caregivers to enhance their self-efficiency and build up a healthy and positive lifestyle.

Service Users

  • Ethnically diverse (non-Chinese) youths at-risk and their parents/caregivers lived in Hong Kong
  • Hidden drug abusers

Scope of Service

  • Outreaching service: Nighttime and Midnight outreaching, on-the-spot crisis intervention and counseling service
  • ED peer educators: who speak Urdu, Hindi, Nepalese and English to provide peer support and peer counseling service
  • Activities: provide healthy life style building, drug awareness enhancement and drug offences knowledge
  • Vocational training: job searching, interviewing skills and interpersonal skills
  • Educational groups: provide the youths with intervention on consequences of cannabis abuse and drug trafficking, as well as equipping their parents /caregivers with skills and ability to handle the situation of drug use in their children
  • Service referral: referring drug abusers to rehabilitation and treatment services or other related service.

Monday to Friday 9 a.m. to 1 p.m.
2 p.m. to 6 p.m.
Saturday, Sunday and public holidays Closed

Service Application

Applicant may submit the application directly or through referral made by other organizations/institutions.

Service Withdrawal

Service can be terminated upon worker's professional judgment and mutual agreement made with the service users. Service users may terminate service voluntarily at any juncture of the service process.
